Federalism : An overview of the principles and the practices

The paper is organized as follows. Basic concepts in federalism are
reviewed first. This is followed by a discussion of the conceptual
underpinnings of federal fiscal constitutions and emerging issues in
practice. The conceptual basis of expenditure assignment and current
issues are discussed followed by a review of the theory of tax
assignment and emerging issues in practice. Then tax base/ revenue
sharing concepts and transfer mechanisms are briefly introduced
conceptually and empirically. Finally, institutional arrangements for
fiscal federalism are discussed. A concluding section brings together
the main themes of the fiscal federalism literature.
