The purpose of this paper is to provide a framework for the comparative
discussion of the mechanisms of interaction in federal systems. It
starts from a cross-cut of the structural preconditions of
interrelations according to various types of federal systems and
proceeds to a prospect on functional types of interaction mechanisms. So
far, the paper concentrates on the direct relationship among the federal
and the constituent units on the “second” level.
