Accountability has become a crucial concept in public governance in
recent years, thanks in part to more educated voters, more pervasive
media and globalisation of markets which have contributed to rising
expectations.
As challenging as accountability for internal government bureaucracies
is, the issues and dilemmas are even more daunting for federal and
intergovernmental systems and programmes. Challenges are presented when
governments share power across boundaries, often separating the
financing and administration across different jurisdictions.
While pressures from international finance agencies can make a
difference, the commitment and leadership must come from within each
nation for reforms to be sustained.
