This paper treats the concept of federalism as a multi-level government
structure and discusses accountability and transparency of public sector
in an intergovernmental framework. Central bureaucracy controls the
intermediary and local governments; political parties as, the new
political practices increase the importance of non-governmental
organizations; and advocacy groups also create accountability
mechanisms.. Inclusion of local governments in public decisions affects
the intergovernmental system and increases downward accountability.
Another component is the functioning of rules and regulations governing
public financial management systems. Here access to information, open
government procedures, rule based intergovernmental fiscal transfers are
complemented by social accountability tools.
