Local government is increasingly seen in federal systems as a key
institution for the enhancement of democracy and as a vehicle for
development. An inclusive local government, seeking to serve the
interest of the entire community it is composed of, is vital for the
sustainability of the institution and the enhancement of democracy. To
secure an inclusive democratic institution, local governments must meet
three challenges:
- How can disadvantaged groups, including women, be empowered by
involving them in local governments as elected representatives and
managers?
- How can local governments make decision-making process more
participatory?
- How can participatory processes of decision-making be made more
inclusive also of disadvantaged groups, including women?
