Local government can be understood as a new effective initiative in all
federal systems to enable democracies to represent both ‘numbers and
interests’ as adequately as possible. There are some major challenges
before federal polities in respect of local governments.
Not all the powers have been transferred but many now rest with local
government institutions. The challenge before the local government can
be divided into two. First is the problem of representative character of
the municipalities which are eager for greater say in decision making.
Second is the governance of villages and small towns where people have a
bundle of problems. Strengthening of local governments at these levels
would boost the federal character of society and polity.
