| The Functioning of Local Government in Federal Systems
Some Reflections |

This paper will reflect on some critical issues on the functioning of
Local Governments, based on Indian experience after the constitutional
amendments of 1992, ratified in 1993, and implemented soon after. An
attempt will be made to include issues from other countries experience
as well. The next section will place for debate some issues that have
come to the fore in India in recent years. This will be followed by
three key issues around which the working group may base its
discussions. The last section will present some specific cases which
bring out the ground reality of the functioning of Local Governments
